Objective 4:
Capacity Building
Strengthening intermediary sectoral and sub-sectoral organizations of the region
including branch associations, training and technical institutions, bureau of
standards and similar outfits. The immediate
objective 2 is planned to be carried out also in close cooperation with the CFC
financed LLPI executed project entitled “Adding value to African leather through
improvement of quality of leather and leather products”. This project is
designed , among other things, to strengthen and improve the operations of the
training institutes working in four of the ESALIA countries namely: Ethiopia,
Kenya, Sudan and Zimbabwe. The diagnostic study is expected to be carried out by
the CDE associated consultants.
Action 1
Diagnostic study for the needs and implementation modalities necessary for
strengthening the sectoral infrastructure and the intermediaries involved
Output 1
Diagnostic study describing the problems and constraints hampering the
operations of the sectoral organizations involved in the leather, footwear and
leather products development, training, control and monitoring work in national
and regional level and suggesting remedies and actions to be taken to strengthen
and improve the operations of these institutions. The study should be in a form
of a action oriented blue-print made of several detail proposals/project
concepts that can be presented for financial consideration to suitable donors
and/or development agencies. The study is expected to be prepared by the CDE
associated consultants.
Action 2
Transfer experience gained from EU institutions (German, Spain, Italian etc) in
provision of services to their members through workshops and seminars.
Output 2
This output has to be defined in detail after completing the diagnostic
study. The output is then expected to provide quantified results of the various
project concepts describing the concrete results to be obtained after completion
of the projects.
Action 3
Implementation of the recommendations of the diagnostic study including
seminars, workshops, etc..
